This week at the Capitol, the Legislature dedicated significant time and attention to the crucial task of enacting a balanced state budget, arguably one of our most fundamental responsibilities during the legislative session. This comprehensive financial plan dictates how taxpayer funds will be allocated across a wide spectrum of essential state services, including education, health care, public safety initiatives, infrastructure, and critical economic development. The budget document is far more than a simple compilation of figures; it reflects our state's collective values and legislative priorities.

In evaluating Nebraska’s tax structure, it is essential to ensure that any adjustments, whether to sales tax, income tax, or exemptions, ultimately result in actual long term tax relief. Sweeping cash funds may provide a short-term budget solution, but it is not a sustainable approach to long-term fiscal stability. Our State revenues are increasing. Nebraska’s economy is doing well. What we have to do is live within our means and provide a tax structure that fundamentally reduces property tax, and allows services to grow in concert with the growth in the economy. Any increase in state revenue should be considered within the broader context of tax policy, with the goal of reducing the overall burden on Nebraskans and avoiding duplication of government efforts.

While budget week in the Legislature is undoubtedly a demanding period, requiring long hours and intense negotiations, it is essential. The decisions made during this deliberation establish the financial framework that supports all other legislative efforts and ultimately play a significant role in shaping the future trajectory of our state.

I’m pleased to share that four of my bills were passed this week. LB383, my priority Parental Rights in Social Media Act, passed 46-3-0, requiring parental consent and oversight tools on social media. LB385 updates the Uniform Deceptive Trade Practices Act to include broadband providers for consumer protection.

LB667 amends the Motor Vehicle Industry Regulation Act to ensure fair compensation for dealers performing warranty and recall services. Lastly, LB664, the Venue Freedom bill, allows businesses in disputes with state agencies to litigate in their local courts, reducing expenses and fostering a business-friendly environment.
